Redstone torches provide constant power in redstone circuits, and act as an inverter, or NOT-gate. They also provide soft light (level 7).
Torches are "on" by default. However, when the block that a redstone torch is attached to receives power, the torch will actually turn "off". This is why it is called an inverter. While the torch's input is "on", the output charge is "off".
Redstone torches will "burn out" when switched between the "on" and "off" state too often. This is presumably done to counteract infinite loops that may crash the game.
